Strategy Executive Chairman Michael Saylor has joined a growing list of crypto industry leaders urging Congress to advance the CLARITY Act, adding momentum to industry efforts to establish a comprehensive U.S. regulatory framework for digital assets before lawmakers leave for the August recess.
In an X post on Saturday, Saylor called on lawmakers to move the legislation forward through bipartisan cooperation, arguing that while Bitcoin’s future does not depend on regulation, the United States cannot afford to operate without clear rules for the broader digital asset industry.

Saylor’s endorsement comes as the Senate faces growing pressure from the crypto industry to schedule a floor vote on the CLARITY Act before lawmakers begin their August recess.
The legislation seeks to establish a long-term market structure framework for digital assets by defining the regulatory responsibilities of the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC). Supporters argue the bill would reduce regulatory uncertainty and provide clearer rules for companies developing blockchain-based financial products in the United States.
With only a narrow legislative window remaining before Congress breaks for August, industry participants have warned that further delays could push investment and innovation to jurisdictions with more established crypto regulations.
Why Strategy supports the CLARITY Act
Saylor’s comments came after Strategy published its own statement supporting the CLARITY Act, describing the legislation as an important step toward creating a stable regulatory environment for the digital asset industry.
The company said a clear market structure framework could provide greater certainty for businesses while helping attract institutional capital into the sector.
“We support the CLARITY Act and believe a clear, durable market structure framework would help advance the digital asset industry and encourage broader institutional adoption in the United States,” Strategy said.
The endorsement places one of the largest corporate Bitcoin holders behind legislation that seeks to define the regulatory responsibilities of the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) over digital assets.

Although Saylor has consistently advocated for clearer crypto regulations, his latest remarks distinguished between Bitcoin’s resilience and the broader industry’s regulatory needs.

More crypto leaders are backing the CLARITY Act
Saylor’s endorsement is the latest in a series of public appeals from major crypto firms as the Senate faces increasing pressure to act before lawmakers leave Washington for the August recess.
Earlier this week, Grayscale urged Senate leaders to bring the CLARITY Act to the floor, warning that prolonged regulatory uncertainty is pushing crypto businesses, investment, and innovation outside the United States.
The asset manager argued that failing to establish clear market structure rules could weaken America’s leadership in the digital asset industry at a time when other jurisdictions continue introducing comprehensive crypto regulations.
Similarly, Abra CEO Bill Barhydt recently backed the legislation, saying codifying crypto regulations into law would provide long-term certainty for tokenized markets regardless of future political administrations.
The CLARITY Act still has hurdles to clear
