CFTC Sets Crypto, AI, and Prediction Markets Agenda for August 20

The agency’s new advisory committee will examine crypto market structure, prediction-market jurisdiction, and AI’s role in financial markets.

The U.S. Commodity Futures Trading Commission (CFTC) will hold the inaugural meeting of its Innovation Advisory Committee on August 20, with crypto assets, artificial intelligence, and prediction markets among the main topics on the agenda.

CFTC Chairman Michael S. Selig, who sponsors the committee, released the agenda on Thursday. The meeting will bring together committee members to discuss how emerging technologies and financial products interact with existing financial-market rules. The public meeting is scheduled from 1 p.m. to 4 p.m. ET and will be available virtually.

CFTC to examine evolution of crypto regulation

The first substantive session is titled “Crypto’s Regulatory Evolution: From Uncertainty to Clarity.” According to the agenda, the discussion will cover the development of crypto asset markets, early regulatory approaches and the growth of state licensing regimes.

The committee will also examine the absence of a comprehensive federal market structure framework and the practical effects of overlapping jurisdictions and inconsistent regulatory interpretations. Other topics include cybersecurity, operational resilience, and crypto asset infrastructure.

The session will also consider how regulators can use existing statutory authority to provide greater transparency while Congress works on broader legislation for digital asset markets.

Selig’s recent focus on crypto derivatives

The discussion comes shortly after Selig highlighted the development of regulated crypto derivatives in remarks earlier this month.

Selig pointed to Bitcoin futures as an important step in bringing crypto products into established financial markets. He also discussed the CFTC’s approval of a Bitcoin perpetual contract as another development in the U.S. derivatives market.

Those comments provide context for the committee’s broader discussion about how crypto products can operate within the existing derivatives framework.

The August 20 agenda, however, extends beyond derivatives products to questions around market structure, regulatory authority, and the infrastructure supporting digital assets.

Prediction markets face Jurisdiction questions

A separate session will focus on “Prediction Markets: Innovation, Jurisdiction, and the Future of Event Contracts.” The discussion comes as prediction market operators face legal disputes with state regulators over sports and other event contracts.

The CFTC’s agenda calls for discussion of the respective roles of federal and state authorities, recent litigation and enforcement actions, and the importance of clearly defined jurisdiction. Committee members will also examine product design, exchange requirements, market surveillance, potential manipulation and customer protection.

The agenda describes prediction markets as tools for price discovery, information aggregation and risk management while also recognizing the regulatory questions surrounding event contracts.

AI’s role in financial markets also on agenda

The committee will also examine the growing use of artificial intelligence in financial markets. The second session, “Artificial Intelligence: Preparing for Intelligent Markets,” will cover applications of AI in trading, compliance, surveillance and risk management.

Members will discuss agentic finance, including autonomous systems capable of executing financial transactions and managing portfolios. The agenda also identifies the intersection of AI and crypto, along with questions about whether existing regulatory principles are adequate for AI-enabled market participants.

Public comments open through August 27

The committee’s first meeting is part of the CFTC’s broader examination of emerging technologies and financial products.

The August 20 meeting is intended to provide a forum for discussing regulatory issues across crypto, prediction markets and AI rather than announcing new rules.

Members of the public can submit written comments related to the meeting through August 27. The CFTC said the agenda may also change as the committee considers additional priorities.

For the crypto industry, the meeting will bring several ongoing policy questions, including market structure, derivatives oversight, prediction market jurisdiction and the use of AI in financial markets, into a single regulatory forum.
