Coinbase CEO Brian Armstrong called on the U.S. Senate to bring the CLARITY Act to a full floor vote, arguing that lawmakers have already completed the negotiations needed to move the crypto market structure bill forward.

Armstrong described the legislation as a bipartisan compromise shaped by thousands of hours of work from lawmakers on both sides. He said the measure comes as the absence of a federal crypto framework continues to leave customers exposed and pushes digital asset businesses outside U.S. regulatory oversight.

The Coinbase chief pointed to the collapse of FTX as an example of the consumer risks created when major parts of the industry operate offshore and beyond the direct reach of U.S. regulators. He said the CLARITY Act would respond by introducing stronger customer safeguards, clearer enforcement powers and a defined route for crypto companies to operate in the country.

Armstrong also argued that the policy debate has moved beyond whether cryptocurrencies should exist. Digital assets cannot be “uninvented,” he said, making clear federal rules necessary regardless of whether individual voters support or oppose the industry.

He cited polling showing that 70% of American voters believe the United States should have already adopted comprehensive crypto legislation. The figure was presented as evidence that passing a federal framework could also carry political support beyond the crypto industry.

The post also highlighted the lobbying campaign led by Stand With Crypto. Armstrong said members of the advocacy group had made more than 950,000 contacts with their congressional representatives in support of the legislation.“Let’s finish this,” he said.

Armstrong’s latest appeal follows his comments a day earlier that the CLARITY Act had reached the “one-yard line,” with only the final legislative push remaining. He is now calling for the bill to move directly to a full Senate floor vote.
