ICE Gave Vendors Six Days to Prove They Could Match TRM Labs

ICE ran a six-day market research window before determining that only TRM Labs could supply the crypto-tracing platform it needed.

ICE ran a six-day market research window before determining that only TRM Labs could supply the crypto-tracing platform it needed, according to the justification document now at the center of a legal challenge by Chainalysis in the US Court of Federal Claims.

Eight companies responded, including four small businesses. All were found to lack capabilities needed for the mission, according to ICE’s sole-source justification.

The Office of Acquisition Management published a Request for Information on SAM.gov on May 28, 2026, and closed it on June 2, according to the justification, numbered J&A-26-0163. It states the RFI was open to all interested vendors and sought industry partners with advanced technology solutions and operational support experience.

Eight vendors responded, including four small businesses. The document states each response was evaluated against the mission requirements of the Cyber Disruption Center and that only TRM Labs demonstrated the ability to meet all requirements. All other respondents were found to lack capabilities needed to support the objectives of Executive Order 14390. The specific capabilities they were found to lack are redacted.

A sole-source award is one made without full and open competition, on the basis that only one supplier can meet the requirement.

Follow-Up Asked for a One-Page Response

ICE then posted a Notice of Intent to Sole Source to TRM Labs on SAM.gov, with a closing date of June 11 at 10:00 a.m. Eastern. The notice asked interested firms to submit a one-page response demonstrating their ability to meet the requirements in the Statement of Need.

One firm submitted a response, according to the document. ICE determined it could not meet the government’s needs. Both the firm’s identity and the reasoning are redacted.

Chainalysis Government Solutions states in its own court filing that it submitted a capability statement in response to the Notice of Intent to Sole-Source and that its direct economic interests are affected by what it calls the agency’s arbitrary, capricious, and unreasonable decision. The justification does not name the firm that responded.

Contract performance began July 1, 2026, and runs to June 30, 2027.

ICE Is Buying AI Platform Services and Analysts

The document describes the procurement as advanced analytical and artificial intelligence platform support services, including skilled intelligence analysts and technology solutions capable of real-time monitoring, tracing, and disruption of illicit financial flows.

The customer is the Homeland Security Task Force National Coordination Center’s Cyber Disruption Center, which the justification says faces threats from cyber-enabled fraud, ransomware, and sextortion targeting critical infrastructure and vulnerable populations. It states existing federal resources and processes are insufficient to match the speed, scale, and sophistication of those adversaries.

The contract is a firm fixed price and covers seven line items, including three optional surge tiers described as light, moderate, and heavy recurring capability expansion, with periods of performance to be determined and capped at June 30, 2027. Funding is drawn from the One Big Beautiful Bill and listed as multi-year funds.

TRM Labs is listed at 450 Townsend Street, San Francisco.

Prices and Signatures Are Redacted

All seven line item prices and the estimated total value are redacted, as are the three Mission Priority descriptions, the specific integrated platform requirements, and seven of the eight RFI respondents.

All five signature blocks are redacted, including those of the contracting officer, the technical representative, the head of contracting activity, the chief procurement officer, and the Procuring Activity Advocate for Competition. The document carries no visible execution date.

Section 8 states that prior to award, the contracting officer will determine that the anticipated price is fair and reasonable, using price analysis techniques, including comparison with historical prices paid and an independent government cost estimate. The determination is described in future tense.

Court Has Set Argument for September 2

Chainalysis Government Solutions filed its protest on July 27 in the US Court of Federal Claims, docketed as No. 1:26-cv-01067-SSS before Judge Stephen S. Schwartz. Its motion identifies the challenged award as made under Solicitation No. 192126VHQ4CCC00XX, the same solicitation number listed in ICE’s justification document. TRM Labs has intervened as defendant-intervenor.

The complaint itself is under seal. Chainalysis told the court it contains confidential and proprietary information and trade secrets whose public release would cause the company competitive harm, and the court granted the motion on July 31. Chainalysis is represented by Pillsbury Winthrop Shaw Pittman, with Marques O. Peterson as attorney of record.

Judge Schwartz set a briefing schedule on July 31 running to an oral argument on September 2 at 10:00 a.m. Eastern in the National Courts Building in Washington. The government has requested a decision by September 10. A bid protest challenges an agency’s procurement decision and is not an allegation of wrongdoing by the awardee.

The justification states that the task force and acquisition office will continue market research to identify emerging technologies, tools, or vendors that may provide equivalent capabilities for cryptocurrency investigations.

The Crypto Times contacted Chainalysis for comment at 8:00 AM UTC.
