Ethereum co-founder Vitalik Buterin recently shared his thoughts on how artificial intelligence could change the way governance works in both governments and decentralized organizations. 

In a post on X on Saturday, he wrote, “AI becomes the government’ is dystopian: it leads to slop when AI is weak, and is doom-maximizing once AI becomes strong. But AI used well can be empowering, and push the frontier of democratic / decentralized modes of governance.”

He explained that in democracy or decentralized systems, including Ethereum DAOs, people cannot pay attention to all the many decisions that need to be made. Usually, decisions are delegated to a few people, but this gives them power while most supporters lose influence. Vitalik thinks AI can help solve this problem and make participation easier for everyone.

Expanding participation with AI

In the post, Buterin talked about personal governance agents, which are AI tools that can make decisions or votes for a person based on their past writing, conversations, or what they have said before. If the AI is unsure about a decision or thinks it’s very important, it will ask the person directly and give all the information they need. This way, people can stay involved and make choices without needing to know everything about every topic. 

He also talked about public conversation agents, which are also AI tools but gather and summarize ideas from many people. This AI can help users respond to information in a fair way. According to Buterin, the idea is to make decisions smarter, because people or their AI tools can see the main points and common ideas without having to reveal any private information. This will allow everyone’s opinion to matter while keeping their information safe.

Rewarding good ideas

Buterin also shared the idea of a suggestion market, which he described as a system where people can submit their proposals, and AI can help figure out which ones are most valuable. When one is accepted, the participant will be rewarded. This is meant to encourage participants to offer more useful ideas and improve the quality of their decision-making.

He further explained how AI can handle private or secret information. For instance, in situations where there’s a need for negotiating, funding, or internal conflict, Buterin said AI can be used to handle this information without sharing it with others. With the help of multi-party computation, each person’s AI sees the private details but only shares the final decision, thereby keeping sensitive data protected. 

Also, privacy is an important aspect in all these systems. Buterin said the participants’ identities should be kept anonymous, and AI should avoid revealing any private information that is not required.

Broader context 

Buterin’s ideas suggest that AI could change how people take part in decisions in both government and decentralized sectors. 

Right now, most people cannot follow all the choices that need to be made, so few people end up controlling things. But by using AI as a tool in this matter, everyone could have a voice and avoid mistakes caused by missed information. This approach could make democracy and decentralized systems fairer, more active, and safer, helping communities work together without leaving most people out.
