Cronos wants to burn CRO with every rupee of product revenue it earns. It also wants to pay stakers out of 70 billion tokens it un-burned last year.
Both halves are in the same proposal, and the document is explicit that they cannot be separated—committing all revenue to the burn is precisely what leaves staking yield without a funding source. The Strategic Reserve is the answer to a gap the burn itself creates.
A governance proposal titled “Revenue-Backed CRO” was posted to the Cronos POS governance discussion on September 19, 2026, and the corresponding on-chain vote is live as Proposal #37, with voting closing October 3, 2026, at 02:02 UTC.
What Part A Commits To
All revenue from Ult, a trading product launched September 17, and Cronos Launch, a launchpad launched September 15, would be swept into a single contract that buys CRO on the open market and sends it to the burn address.
The proposal sets out three stages with no discretion at any point: revenue reaches the contract, the contract converts the balance to CRO through an on-chain swap with slippage protection, and the purchased CRO leaves supply. Burns are scheduled monthly, with every transaction hash published. Buybacks may occur more frequently than burns.
This tightens what Proposal #1291, “A New Era for CRO,” had already approved. Under that earlier proposal, revenue was to be allocated across four buckets—staking yield, growth and user acquisition, buyback and burn, and R&D and operations—with no share specified for the burn and no cadence set. Under this proposal the burn becomes the only destination, fixed at 100%, and growth and R&D move to funding from existing capital.
What Part B Draws On
Proposal #1291 set CRO staking emissions to decay on a schedule. With revenue now committed entirely to the burn, the proposal states that the base staking and tier locking rate “therefore needs a funded source of its own” and names the Strategic Reserve as that source. Reward rates, tier structures, lock periods, and bonus rates would be unchanged for delegators.
The Strategic Reserve exists because of a vote held eighteen months ago. In March 2025, Cronos Labs proposed reissuing 70 billion CRO that had been burned in February 2021, restoring the total supply to its original 100 billion and placing the new tokens in an escrow wallet. According to Crypto.com’s own research publication, the escrow carries a five-year lockup on top of the five years already elapsed since CRO’s original Ethereum issuance, for a total vesting period of ten years.
That vote was contested. On the first day of voting, 95.7% of participating voting power opposed the proposal. It passed on March 16, 2025, with 62.1% in favor after a late influx of votes lifted participation to roughly 70%, according to Mintscan governance records cited in contemporaneous reports.
What the Document Does Not Say
The proposal specifies no revenue figures for either Ult or Cronos Launch and gives no projected burn amounts. It states that Phase 1, revenue collection and conversion, means “product revenue can now be tracked,” while Phase 2—the buy-and-burn contract and the keeper that runs it—is listed as “In development.”
It also does not quantify how much of the Strategic Reserve would be drawn on, over what period, or what happens if revenue proves insufficient to make the burn meaningful at the same time the reserve is funding yield.
The proposal carries its own disclaimer stating that it contains forward-looking statements and that actual outcomes may differ materially.
The Vote
Quorum is 33.4% of bonded CRO, and more than 50% of non-abstain votes must be Yes. If more than one-third of participating voting power votes No With Veto, the proposal fails and the deposit is burned rather than returned. Delegators who do not vote inherit their validator’s vote; voting directly overrides it.
The proposal follows a difficult month for the chain. On September 8, 2026, Cronos discarded 10,961 blocks to reverse the Tectonic exploit, with $9.19 million still unaccounted for at the time of that report.
