Crypto Week Ahead: CLARITY Act Cloture, FOMC Dot Plot, BoJ Hike & VeChain Interstellar

CLARITY Act faces a 60-vote cloture test Tuesday, followed by the Fed’s rate decision and dot plot Wednesday as markets weigh further tightening.

The week of September 14 to 20, 2026 stacks the CLARITY Act cloture vote and the Federal Reserve decision on consecutive days, with a Bank of Japan hike, a Bank of England hold, VeChain’s Interstellar hard fork, a Cronos product window, and one of the year’s heavier token-unlock slates rounding out the calendar.

Bitcoin (BTC) enters the week trading near $77,100, according to Coinbase price data, after August’s rebound faded into inflation-driven rate-hike pricing. This is the third quarter’s most event-heavy five-day window, layering a 60-vote market-structure test on Tuesday, a Federal Reserve hike-or-hold decision and new projections on Wednesday, two more Group of Ten (G10) central bank decisions into Friday, a quarterly derivatives expiry on the same close, one Layer-1 hard fork, a Layer-1 product week, and a dense token-unlock schedule. Here is what matters.

1. The CLARITY Act’s Tuesday Cloture Test

The week’s first binary event is legislative, not monetary. Senate Majority Leader John Thune filed cloture on the motion to proceed to H.R. 3633, the Digital Asset Market Clarity (CLARITY) Act, on August 8. Under Senate procedure, that motion ripens at 2:15 p.m. ET on Tuesday, September 15. Cloture, a procedural motion that ends debate and lets the chamber move to formal consideration, requires 60 votes and is not a final-passage vote.

Republicans hold 53 Senate seats, so at least seven Democrats or independents must join if every Republican votes yes, as the Crypto Times has laid out in its vote-math analysis. The House passed its version 294 to 134 in July 2025. Sponsors released a substitute over the weekend that they describe as a last offer, including revised ethics language that had blocked Democratic support through the summer, with the final text unveiled on the eve of the vote.

A failed cloture vote would leave the bill on the calendar but stall floor consideration. White House crypto adviser Patrick Witt has warned that the next realistic window could slip past the 2026 midterm elections. Coinbase has said a Securities and Exchange Commission (SEC) and Commodity Futures Trading Commission (CFTC) rulemaking track remains a backup if the statute stalls.

2. The Federal Reserve Decision, Dot Plot and Retail Sales

Wednesday is the week’s largest macro print.

The Federal Open Market Committee (FOMC) meets on September 15 and 16. The policy decision and the Summary of Economic Projections, which includes the dot plot, a chart of each policymaker’s individual rate forecast, are due at 2:00 p.m. ET on Wednesday, September 16, with Federal Reserve Chair Kevin Warsh’s press conference around 2:30 p.m. ET. The FOMC communications blackout runs through Thursday, September 17.

The current federal funds target range is 3.50% to 3.75%. After August producer and consumer prices, futures markets have priced a high probability of a 25-basis-point hike to 3.75% to 4.00%, which would be the first Fed rate increase in three years. The CME FedWatch tool showed hike odds in the mid-to-high 80% range after Friday’s Consumer Price Index (CPI) print, though the reading moves through the day. September is one of four meetings each year that includes new projections, so the dots and Warsh’s guidance on the path after September will matter as much as the decision itself.

The same morning, August advance retail sales are due at 8:30 a.m. ET from the U.S. Census Bureau, alongside import and export price indexes from the Bureau of Labor Statistics (BLS). That consumption reading arrives more than five hours before the rate decision.

August CPI, released on September 11, showed headline CPI up 0.4% month over month and 3.4% year over year, with core CPI up 0.3% month over month. A hike that is already priced can still move crypto if the statement or the dot plot imply more tightening into year-end, a setup the Crypto Times detailed in its Fed and CLARITY consecutive-days preview. A hold against elevated hike odds would be the clearer risk-on surprise.

3. Bank of England Thursday, Bank of Japan Friday, Triple Witching

Thursday, September 17: The Bank of England (BoE) announces its rate decision at 12:00 UK time. Consensus expects a hold at 3.75%. Three members of the nine-person Monetary Policy Committee (MPC) voted for a hike in July, so the vote split and the statement on inflation persistence will draw close attention even if the Bank stays on hold.

Thursday and Friday, September 17 and 18: The Bank of Japan (BoJ) holds a two-day Monetary Policy Meeting. The policy statement is due Friday, with Governor Kazuo Ueda’s press conference scheduled for 3:30 p.m. Tokyo time. All 52 economists in a Bloomberg survey forecast a rate increase of 25 basis points to 1.25% from 1.00%, which would be a multi-decade high for Japan’s policy rate. Japan’s August CPI is also due the same day, so the rate decision, the inflation print, and Ueda’s guidance land within a few hours.

A confirmed BoJ hike that is already priced may still tighten global liquidity if the yen strengthens and carry trades unwind, an effect the Crypto Times flagged in its earlier macro cross-currents preview.

Friday, September 18: U.S. stock options, index options, and futures expire together, an event known as triple witching. It is a positioning event for equities and can spill into Bitcoin through correlated risk books, even though the large quarterly Deribit BTC and Ether (ETH) options expiry is later, on September 25.

4. Crypto-Native Events: VeChain, Cronos, Solana Migration

VeChain Interstellar (VIP-255): VeChainThor is scheduled to activate the Interstellar hard fork at block 25,902,540, estimated around 11:15:10 Coordinated Universal Time (UTC) on Wednesday, September 16. The upgrade bundles 11 Ethereum Improvement Proposals (EIPs) from the Cancun, Prague, and Osaka releases into a single change set, adding transient storage, new cryptographic precompiles, and stricter gas and block-size limits. Because activation is tied to block height rather than wall-clock time, exchanges typically pause VET deposits and withdrawals around the window.

Cronos product week: Cronos Labs and the Cronos App have dated the week as a product window. September 14 covers the app product roadmap, part one of a tokenomics proposal, network strategy, and the Cronos Labs development plan. September 15 covers launchpad details for the ecosystem. September 17 is the Cronos App global launch window, with prediction and sports markets in select regions. Cronos Labs Chief Executive Officer Ryan Wyatt has said a proposal will follow to route 100% of Cronos App revenue into a CRO buyback-and-burn program.

Solana Alpenglow path: Solana’s Alpenglow mainnet feature activation is still targeted for later in September on the Anza development schedule. This week is a validator-migration checkpoint, with stake migration slated to expand toward 25% around September 14, ahead of a broader Agave v4.3 recommendation later in the month. It is an infrastructure milestone rather than a hard-fork event by itself.

5. A Heavy Token-Unlock Slate

Unlock trackers disagree on dollar values because prices move, but the week’s most cited releases include Chainbase (C), Connex (CONX), Avantis (AVNT), and CYBER on September 14; Boundless (ZKC), Starknet (STRK), Sei (SEI), Filecoin (FIL), and Ether.fi (ETHFI) on September 15; Arbitrum (ARB), STABL, GoPlus (GPS), and Magma (MAGMA) on September 16; Pudgy Penguins (PENGU), Caldera (ERA), ZKsync (ZK), and a CRO vesting release on September 17; Lombard (BARD) and TRUMP linear vesting on September 18; RateX (RTX) on September 19; and LayerZero (ZRO), Bedrock (BR), Kaito (KAITO), and Lista (LISTA) on September 20.

LayerZero is the largest widely cited dollar unlock of the week. The protocol will release approximately 25.71 million ZRO tokens on September 20, worth about $26 million, split between strategic partners at 13.42 million, core contributors at 10.63 million, and 1.67 million tokens repurchased by the team. The tranche represents roughly 4.22% of ZRO’s circulating supply. A scheduled unlock is not a confirmed sale. The impact depends on the release size relative to circulating supply, who receives the tokens, and whether those wallets distribute.

6. Conferences and Other Events

Several industry gatherings run through the week and may produce announcements, though market impact cannot be established in advance. United Nations Blockchain Week runs September 10 to 19 in New York, with a Washington Elite Investment Summit and Gala on September 18. 

ETHTaipei 2026 runs September 13 to 15. The European Blockchain Convention takes place September 16 to 17 in Barcelona, and Avalanche Summit New York runs the same days. The CBC Summit USA, covering crypto banking, compliance, and stablecoins, meets on September 17 in Washington, D.C. TOKEN2049 Singapore is October 7 to 8, not this week.

The Bottom Line

This is a policy-led week with strong crypto-native cross-currents. Tuesday’s CLARITY cloture vote and Wednesday’s Federal Reserve decision are the largest scheduled catalysts of the third quarter. If cloture fails, the statutory path for United States crypto market structure slips and attention returns to the SEC and CFTC rulemaking track. If cloture succeeds, floor debate opens, though final passage is still a separate vote. Wednesday’s FOMC statement and dot plot will set the dollar and real-yield backdrop into the September 25 Deribit expiry.

Bitcoin enters the week near $77,100, with liquidity concentrated around monetary and legislative signals. Individual tokens face their own catalysts around the VeChain Interstellar activation, the Cronos App launch, and dated unlocks. As always, event timings can shift, and markets often begin pricing these events in before they arrive, making position sizing and risk management the priorities of the week.
