Carbone highlights regulatory durability and digital asset tax reform as priorities following the White House meeting on crypto policy.

Cody Carbone, CEO of The Digital Chamber, discussed the recent White House meeting on cryptocurrency regulation and the status of the CLARITY Act, saying the administration remains focused on establishing the U.S. as the “crypto capital of the world.”

Speaking in a Fox Business segment aired Thursday, Carbone said the CLARITY Act was a major focus of the meeting. He said there was a clear desire and need to complete the bill, characterizing the effort as bipartisan. According to Carbone, Donald Trump expressed hope of signing the measure in September.

Administration pushes regulatory action

Carbone said comments from Trump and the broader discussion indicated that the U.S. government and the Trump administration would not necessarily wait for legislation. 

He said the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) had received direction from the White House to move quickly on crypto regulation as part of the broader effort to position the U.S. as a global crypto hub.

Carbone described the administration’s approach as moving at “Trump speed” rather than “warp speed,” saying the pace of regulatory activity was not slowing.

CLARITY Act would provide longer-term framework

Carbone identified regulatory durability as one of the main benefits of the CLARITY Act. He said the regulatory framework created by the bill would extend beyond the remaining term of the current administration and remain in place for decades. 

The legislation would provide builders, token issuers, and platforms with clarity on their regulator and the requirements for compliance. It would also offer retail and institutional investors additional consumer protections and disclosures. 

Carbone pointed to the response following passage of the GENIUS Act, saying the U.S. stablecoin market nearly doubled in the year afterward. He argued that broader market-structure legislation could similarly support activity across the digital-asset industry.

Digital-asset taxes remain a priority

Carbone also identified tax treatment as a major unresolved issue for digital assets. 

He said existing tax rules are outdated and can create burdens that discourage the use of digital assets in the market. Clear tax guidance would be required for merchants to accept digital assets and for individuals to use them for everyday transactions such as grocery purchases. Without such rules, he stated, the United States would not lead in the sector.

Carbone noted that tax issues had been identified as a priority in the White House crypto report issued more than a year earlier, which included recommendations for the IRS and Congress.

He also referenced a recent House Ways and Means Committee hearing on digital-asset taxation. According to Carbone, Chairman Jason Smith has prioritized the issue, while bipartisan legislation has been introduced by Reps. Max Miller and Stephen Horsford.

Context of the White House meeting

Carbone’s remarks followed a White House meeting on August 19, 2026, at which President Donald Trump urged Congress to pass the CLARITY Act. 

Trump described the legislation as a fair version that would help maintain U.S. leadership in financial technology and establish a regulatory framework for the crypto industry. The bill remains before Congress as lawmakers consider federal rules defining the regulation of digital assets. 

On August 20, the day after the meeting, Ripple CEO Brad Garlinghouse and Coinbase CEO Brian Armstrong, who attended the meeting, publicly expressed support for the CLARITY Act on X. Their comments represented industry positions and did not constitute changes to the legislation.
