Scroll DAO, the community-led DAO behind Ethereum Layer 2 Scroll, has temporarily paused its operations. The move comes after its top member Eugene Chen resigned, leaving the community unsure about what happens next.
After a recent community call, delegate Olimpio said governance would be paused. The proposals are still visible on the platform, but it’s unclear what will happen to them.
In his farewell note, Chen, a key DAO leader, explained that leadership wanted to “minimize governance.” He will officially step down on September 30. Until then, he plans to keep advocating for the community.
Chen also said there is no clear plan for where governance at Scroll is headed. He made it clear, “The mandate of minimizing governance and slowing down if not halting progressive decentralization is not something that I intend to support.”
Another governance member, Jamilya K, reacted with surprise as she was still processing the changes. She asked community members to wait for the next call to get more clarity. She joined the space in 2016 because it stood against the status quo. She expressed that for her, helping build the DAO has been “an incredible journey.”
Impact on Proposals and the Project
Several key proposals are now stuck. These include creating a governance council, recognizing contributors for May–Dec 2025, a treasury management RFP, and a timelock test. Delegates are unsure whether those items should proceed while governance is paused.
Co-Founder Haichen Shen says governance is being “redesigned,” but gave no timeline. Another team member, Raza, stressed this is only a “pause,” not a “stop.” Still, repeated references to “experiments” raised worries about a shift toward centralization, with no clear roadmap for decision-making.
Scroll DAO was established to give $SCR token holders a voice in guiding the project, handling funds, and rewarding contributors. Suspension is a step backward from that vision.
Scroll, established in 2021, is one of Ethereum’s most popular scaling projects, employing zero-knowledge technology. Governance is still on ice until leaders sort out reorganization.
